During 2015, the Borough hired professional park planners and landscape architects to create a master plan to guide future improvements at Elm Leaf Park and Colewood Park. In February 2016, Borough Council adopted the final Baldwin Recreation Master Plan, which you can find below. The plan incorporated municipal part best practices and feedback from residents and Borough officials.
The purpose of a park master plan is provide a vision and cohesive goal for the next ten to twenty years of park development. The first phase of Elm Leaf Park improvements began in Fall 2017. This phase included the demolition of the unsafe wooden play structure by the upper field and the addition of a new play structure, parking, and pavilions near where the current horseshoe pits are located. The first phase of Colewood Park improvements began in Fall 2017 and will continue through Summer 2018.
