Below you will find information that might help you understand how to find things or learn about information you might need to know about your city or town.

  • Call 911 whenever you need to see or speak to a police officer. Baldwin no longer utilizes a non-emergency phone number for contact with our officers. Our police officers are not available at the police station to answer phone calls at all times. For several years, our community has relied on the Allegheny County 911 Call Center to answer requests for service; triage and prioritize these calls; and to dispatch our officers appropriately. Even if you would like to speak to an officer by phone, call 911 to initiate contact. The call taker will record your information and an officer will be contacted to return your call.

    The Police Station at 3344 Churchview Avenue has a Red Box phone in front of the buildings that connects directly to the County Dispatch Center.

  • To report a crime, dial 911 from your phone and advise the dispatcher what is occurring. They may give you specific instructions to follow to keep yourself safe, or will advise of police response and where to meet them. Please never hesitate to call 911. The Baldwin Police Department would rather be called to investigate without delay than find out after the fact that a crime has occurred and the actors are no longer on the scene.

    Accident Reports can also be obtained online at Crashdocs.org. (Reports are available 7-10 business days after the accident.)

  • Many jobs require applicants to be cleared through federal or state background checks. As a part of these checks, applicants must have ink fingerprints processed by a police officer. The cost are as follows:

    Residents: $5 (2 card maximum)

    Non-residents: $10 (2 card maximum)

  • Authorization must be obtained from the Chief of Police, and when applicable a signed and sealed Court Order. Monday through Friday, 9 a.m. to 3 p.m. (closed holidays).

  • Any resident or commercial establishment located in the Borough of Baldwin who has a fire alarm system or a security system is required to register said alarm system with the Police Department, pursuant to Borough of Baldwin Ordinance Number 753. Those failing to obtain appropriate permits are subject to a penalty. The annual coverage period runs from April 1st through March 31st and renewal notification is mailed prior to the new coverage period.   • Applications for block parties/special events must be submitted to the Police Department 15 days prior to the date of the event. Applications are subject to approval by the Chief of Police and President of Council. If you have any questions, please call 412-881-1300, Monday through Friday 8:30 a.m. to 4:30 p.m.

  • Anyone wishing to solicit/peddle goods and/or services door to door in the Borough of Baldwin is required to obtain a solicitation permit. Along with the application, applicants are required to submit a criminal background check that was requested within the last 30 days and provide a copy of a valid photo identification to the Police Department. (If the applicant is from out of state, a background check from their home state must be provided in addition to the PA background check.) The fee is $10/day/person. Upon Approval applicants are issued a solicitation photo identification card displaying their name, company name, and expiration date.


    Residents who do not wish to have solicitors come to their door can have their address added to the "Do Not Solicit" list by calling 412-882-9600, ext 1714 and a door/window decal will be mailed to you. Residents are also encouraged to contact police (911) should anyone come to their door soliciting goods or services without a proper and valid Borough Solicitation Permit.

  • From November 1st through April 1st there is no parking in Borough of Baldwin cul-de-sacs to allow Public Works Vehicles and emergency vehicles unrestricted and necessary access during inclement weather. Those not in compliance shall be issued a borough parking tag and/or state citation, and a violation may also result in the vehicle being towed.

  • If grass or weeds in the front of a property are longer than 6" the property is in violation of the Property Maintenance Code and may be notified and/or cited for the violation.

  • The letter will state which codes are being violated and a time frame for the property owner to repair the issue. The Code Enforcement Officer will reinspect the property at the end of that time period. If the property has been brought into compliance, no further action will be taken. If the property is still in violation, a citation will be issued.

  • Building permits must be obtained for all new construction, enlargement, alteration, removal, or destruction of a building or structure. Permits are also required for installation of any general wiring or electrical devices, plumbing and gas installations, mechanical installations, and fire alarm or suppression installations.

  • Baldwin Borough is now part of the South Hills Cooperative Animal Control (SHCAC) along with Mt. Lebanon, Upper St. Clair, Castle Shannon, Dormont, Greentree, Mt. Lebanon, Scott, and Whitehall.

    Residents should call 911 to report animals running at large, and to report injured or dead animals.  This is the preferred method of contact by the general public. County Dispatch will in turn contact animal control.  Note: they do not deal with any skunks trapped or otherwise.

  • Before any final paperwork is released for a property transfer (sale), everything must be fulfilled. This means that the dye test, camera test, and occupancy inspection must be completed and settled before the lien letter is generated.

  • In order to control loading in the sanitary sewer, the Department of Environmental Protection (DEP) requires each local government to adopt a corrective action plan. One of the requirements of the plan is to reduce overloads to the sanitary sewer by removing rain, or storm water, from the lines. A dye test will confirm that down spouts are not connected to the sanitary system.
